Vinod (Naseeruddin Shah) and Sudhir (Ravi Baswani) are two professional photographers trying to start a photo studio. The first real assignment that they get, from the activist magazine Khabardar (literally meaning beware), draws them into the shady world of Bombay real estate. They discover that one of the biggest builders in Bombay, Tarneja, is trying to bribe Municipal Commissioner D'Mello (Satish Shah) into giving him a bridge contract. Meanwhile D'Mello is negotiating with Tarneja's arch rival Ahuja (Om Puri). The contract is finally awarded to a third person.

Low-caste Nathu becomes a proud father of a son, and is asked to fetch some water to clean the child. When he goes to the well, he finds it dry, and goes on to a private pond, owned by Zamindar Jaimal Singh. In Jaimal's house too there is merry-making as his wife has given birth to a baby boy as well, and preparations are made to name the child. When Jaimal finds out that Nathu has polluted the water, he takes his men and severely beats up Nathu, leaving his crippled, and sets fire to the entire village. Nathu loses his son, and is unable to locate his pregnant wife. Angered at this injustice, he abducts Jaimal's son, and disappears into the night. Years later, crippled Nathu has nurtured Jaimal's son, named him Shera, and has taught him how to be a thief. Shera has learned well, but is apprehended and arrested by the police and sent to jail.

Panchu Kumtekar lives a near-destitute lifestyle in Bombay along with his school-going brother, Shiri. But he does change his mind, accepts her help, they fall in love and get married. Ashok then gets employed as a boxer with Sonu's employer, starts earning enough money to support them all, and even moves into a 3 room apartment, while Panchu decides to go honest and finds work as a Peon. Then their lives are shattered when Sonu's Goa-based dad falls ill, she goes to visit him via a ship, which sinks, killing everyone on board; Ashok...
